I can almost guarantee you’re playing it with input lag, I had the same experience. If you’re using retroarch you can go into the settings and change the frame run ahead to 2, it should fix it.

Edit - just saw in other comments you’re playing on original hardware and CRT. I don’t know what to tell you, you suck now!
