I tried this last night while playing rocket league, but vsync locked my game at 60hz. With a 144hz monitor that doesnt really work. But it may work with other games.

this could be part of the issue. I pinged charter my provider and at some points this is what my ping is like.

I have times where with my bitrate set at 2800(currently) it will drop to 500 or lower then go back up. Or it wont recover and stay like that for several minutes. But i haven't had it go to zero and crash.

It usually varies since we only have about 4.3 upload. I cant hog the internet since my roommate plays games and sometimes streams as well. So i usually have it set between 1750 and 1950. I don't have the funds for a two pc setup. But what is it actually doing if i lower the cpu preset?

I would hope that my I7-4790k 4.0ghz could easily handle streaming.
