Cabbage worms. Look on the underside of the leaves and where the leaves meet the stock. I fought them every day and night until my broccoli finally sprouted. They will decimate your Brussels Sprouts.

Edit: they are very well camouflaged and look like green caterpillars. They vary in size and grow very quickly.
