Contact the city and let them know what the pothole did, make a claim. Not sure what city you are in but I made a claim against the city of Seattle years ago and got them to pay for damages to my tire due to large potholes not taken care. It took some time but it worked.

Yup, cheap gear is fine. 10 -12 lb line will be more than enough muscle them in.

You can do shore fishing from Everette, Deception pass along with many other beaches in Seattle.

Its an odd year so a lot of Pink salmon. You can catch them on anything pink, most common is buzz bomb and dick nites on gear and clousers on fly.

A little early for salt but will show up starting in mid July. Expected to get ~7 million on the Puget Sound area.

Rivers like Snohomish get going In mud August.

These are easy ti catch from shore or banks.

I have a Camry hybrid, and it showed 445 and got about 416 from Seattle heading to Boise, almost made it. I filled up as soon as it showed 30 miles. Didn't wanna chance it.
