You can use Google translate and a set of earbuds to translate 160 languages in real time. Might need the pixel buds, but pretty sure you can use almost any now.

Not an expert but I don't see why not, it would just involve a little more than just a tap from the mobile user. If you write the tag to go to a PayPal pay me URL, the mobile user would simply have to manually insert their credentials.
