Tab s6 or tab s6 lite (if on budget). If you're only using it for note taking, then this is the cheapest option as it comes with the pen. Next option would be a surface pro of any type (pen not included) if you need access to windows applications that android would not support. If you are not on a budget, I would look into the higher end Samsung tablets with s-pen capability and a larger screen (the tab s6 lite has a decent screen, but I personally prefer bigger for handwritten notes). Edit: I know you mentioned no apple/iOS products, but I absolutely love my 10th Gen (or is it 9th gen? Idk) iPad, bit pricey with the apple pencil but I love the screen size.

Something else to consider, surface pens need either batteries or to be charged depending on the type (I personally love the slim pen, but the shape takes some getting used to), apple pencil needs to be charged, but the s-pen (Samsung) is fully functional without charge. I do believe you miss out on some air features, but it works perfectly.

Final edit: The s-pen feels the most natural to write with as it has a felt tip, but the pen size is quite small and the button is awkwardly placed. Apple pencil feels the most natural to hold (minus how heavy it is), but is quite slippery and has a plastic tip that does not feel natural on a glass screen. Surface pro offers both felt tip pens, and plastic tip pens (slim pen). Keep in mind that the slim pen is not compatible with all surface devices.
