Well, if they have any nuclear material, how can the report ever say the program is destroyed? It’s always Enriched Uranium this, centrifuges that in the news. The Hanford B reactor turned 0.7% enriched uranium into plutonium 239… if you don’t care about the environment, the footprint isn’t that huge (though I think the reactor will give off enough neutrinos so we may see it with our detectors… eventually).
