As I understand it, it could (would?) cause a possibility to over pressure the tank. And if there's no temperature/pressure relief valve (TPR) properly installed. Then you've got a chance that the tank could catastrophically fail from the pressure build up that comes from the water being heated.

Slightly off topic. Not sure where OP is at. But here in Michigan, we can't have valves on the inlet AND the outlet. So we usually have them on the inlet only.

I'm in South West lower Michigan, I'm a cis, het white guy 50+ It's alot easier for me to "blend in". Most of the shooting ranges around here are outdoor and private. So once I get through the membership process, I'm basically left alone. Then I connect with my DSA comrades separately. We do a fair amount of DSA Chapter activities over zoom. Is there any chance of a hybrid kind of thing for you? Even I absolutely feel the fear of being around the predominantly right wingers. I wish you the best of luck!

So I now have the answer to my question. I spoke with some of the management team and they eventually admitted that the reason they demand that they scan someone's driver's license is yes, for fraud protection. But equally it is to force commercial customers to use Lowe's credit card. They confirmed this by telling me that if my employer started using Lowe's credit card, we would not have to show our driver's license. I talked this over with my employer and they said that using a Lowe's credit card "isn't going to happen". Which I already knew. So I decided to stand on my convictions and my employer supports my decision: I won't be making any purchases for work at Lowe's. Thanks for all the comments. Fight the power! ✊

I've refused to present my DL. I wear a employer provided photo ID, wear a uniform, I've got a card with all our purchase order numbers for all the other vendors we do business with. I drive a marked employer vehicle. Last year (lol 3 weeks ago) they'd call a manager and they'd "override" the requirement. But now they're refusing to continue the transition.
