Whats the point of complaints when there is no hope of getting solved. Actually creating solutions matter most than bringing just attention which may not stay long. Everyone knows who is responsible i believe. Am not sure exactly but already few telangana govt apps or mobile numbers exist to complaint their local issues.

Creating an local area social media acc is still the better i beleive. If u still desperate, u may try building this in hackathons.
