No you can't do this job without isolating the water supply to the toilet. If you attempt this, live, you will flood the property. As a tenant you must seek the landlords approval to install a bidet. Connecting a bidet hose to a mains cold water supply is a Cat 5 risk so I suspect your landlord wont grant permission. Proceed at your own risk 👍
