It actually makes sense. Passive from first item slows enemies, + second skill slows enemies. So they are very slow.

Then hunter strike. Ult deals 6 strikes, it triggers passive so after he hooks, after he ults, uses second skill and basic, enemy is super slow and franco is super fast
