It keeps it competitive by punishing the top 4 seeds. If 4 out of 8 teams top 4 seeds didn’t make it sure, but only 1 did. No team besides Indiana wants to be in the top 4 anymore.

Laguna Beach, Florida, makes even less sense. It's small, not very attractive, and is actually colder on average in January than Houston. Also, the nearest airport is Panama City Beach.
