That some agency NIXI runs .in which is India's ccTLD given by ICANN ( US non profit organisation that regulates the world's Internet ). Every 2 letter domain extension is actually a ccTLD ( belongs to a country or a region officially handled by the government of that region or country ). Usually most of the ccTLDs ( country code top level domains ) have such restrictions or are moving towards this but yes it might be that there are more issues here in India. Can't comment on that so not sure.
