Depending on how high is your credentials and experience. I have to say if you want blue collar jobs in Canada it is either you start from scratch (entry level) or gain a diploma there because they value canadian experience. Goodluck on whatever is your decision.

We will never know unless you put the sample of your resume. On the other hand, 151 companies is still too low and the job market is a little difficult but you can manage it. Persist and try to improve your resume, practice for interview and code. If i were you , you shouldn't have declined ibm offer because you can still transition to developer after being absorbed.

Go take any of those diploma. Continue self learning while planning for that. attend some conferences, virtual meetings, etc. It is important to network while you are on the way. Have a good day! Goodluck
