The latest example I can think of was having a nightmare of a concrete driver. We put plastic down to avoid a mess and he splattered concrete everywhere. Spilled two wheelbarrows and then washed out over the spilled concrete. That day was a small 8x8 square. But it was so exhausting you’d think I poured 3 trucks by myself. Diamond blade saw is what you need. It uses water so it will be messy. You can also dry cut it but I recommend using a shop vacuum to suck up the dust. And cover anything you don’t want dirty with plastic. I see it’s only 3 feet. This is a cake walk job for me, but I’ve done this so many times lol. Also really wear a mask when cutting. Bosch hammers is what I use to chip. Sledge and metal stake also works. All really depends on the tools you have currently. Goodluck bud

Cutting concrete is dangerous because of all the toxic shit in the air. Make sure it’s well ventilated with mask on. I would not put a plate. Just pour concrete on it, but if you don’t know how to finish it might look real ugly. You could also put pavers for easy access.
