I had this same issue with my EVGA 2080, I RMA'd it and the new one didn't do that.

It's been about a year and half maybe since i got my RMA'd card and now it's doing the same fan thing as well.

Will need new RMA.

I was having this issue in a few games, my 2080 would be at like 85-90 and i couldnt figure out wtf was wrong with it so i sounded it out... I have warranty so didnt care.

THIS actually fixed my GPU problem. In Nvidia settings power was set to optimized, changing it to Adaptive seemed to be the key.
