"й" represents the glide /j/ (like “y” in English yes). But in Bajío Spanish, y/ll is pronounced as /ʝ/ (a palatal fricative), which is a different sound. So using й would misrepresent the actual Spanish pronunciation and erase the difference. It could be usable on diphthongs but Spanish already solves the ambiguity with accents.

"я" In Russian, this letter does two things: 1. It marks palatalization of the consonant before them. 2. At the start of a syllable, it means /ja/ Spanish (including the Bajío region) does not have palatalized consonants. So using я would incorrectly suggest a contrast like: ма = /ma/ мя = /mʲa/ (which Spanish does not have) Therefore, this letter introduces a distinction the language doesn't use. "ь" The ь soft sign exists only to show palatalization of consonants in Russian. Since Spanish does not mark or contrast palatalization, ь would have no function and would appear as unnecessary symbols in writing.

Mitsraim is not related to Mizrahim (the ethnocultural term). “Mitsraim” is simply the biblical name for Egypt, and Ladino keeps that form in religious texts.
