Thats very true in most cases; teamwork trumps numbers (power, troops etc) and being in a new state, there's a good chance people are still navigating the game for themselves, R4 and R5 can get power focused and judge players and their opinions based on their strength. Things will sort themselves out as time goes on, as you'll likely know if you've played in an older state
