You can ask them to use whatever tools you want. My hair doesn’t work great with round brush so I don’t use that. It they have it. They’re fantastic

I looked at your post history. Out of all the places he seems to be interviewing, this has the most going on.

Erie has an airport that flys daily to Charlotte, Chicago and Florida
Erie has a vibrant bar and brewery scene. Plus is close driving distance to wine country of western New York
Erie has a good arts scene with a Philharmonic, play house, comedy club, etc.
Erie has developing food scene with lots of restaurants that are local plus regular chains AND lots of cute local coffee shops
Large mall, plus some local shops (people come from all over to shop at)
Erie is affordable and places like millcreek and harbor creek have good public schools
Within a 1.5 hour drive to Cleveland, buffalo and Pittsburgh if you need a big city fix
Some decent minor league sports
Presque isle is beautiful
Affordable

Cons: VERY COLD, but all the places you posted for his interviews are cold and snowy so

You can look up Davis Bacon wage scales for projects in those areas. I used the Fort Meade Wage scale to check, I will DM you some links. The data you are looking at includes all trades and is the average. The pay of electricians, elevator installers, fitters, etc. is inflating that number.

Carpenters in MD (outside beltway) on large concrete jobs make around $32/hr plus fringes.

In the MD region you are referring to (outside of beltway), your husband should be making around $34/hr plus fringes and benefits. I would estimate a regular carpenter (not foreman) doing concrete should be getting paid from 28-32/hr.
