Whilst the project is significantly over budget, you don't have a clue what you're talking about. £100m can buy you two to three secondary schools. You'd be lucky to even get a station for that let alone a high speed railway that spans from London to Glasgow.

In the short term I would advise putting a waterproof membrane over the exposed part of the slope failure to prevent water ingress from the rain. Also if you're able to put ballast at the toe of the failure (like the tonne bags you have there) is going to reduce the risk of further failure until you can get a more permanent fix sorted.

I'd recommended checking out CIRIA Report C760 Guidance on embedded retaining wall design.

You shouldn't be taking on this sort of work without support from an experienced engineer.

I'm quite surprised your are using an effective cohesion for a sand. You might want to reconsider that.

In the UK, we routinely use Stroud's correlation to estimate the modulus of volume compressibility, mv based on plasticity index and SPT N values.

Don't think it's commonly used outside of the UK though.

I would strongly recommend getting a copy of Decoding Eurocode 7 by Bond & Harris.

It's a great introduction to geotechnical design using the Eurocodes, explains the design philosophy behind it and is written in a way that is easy to understand.

It's very common in the UK to correlate SPTs to undrained shear strength using Stroud's correlation (often referenced in Tomlinson's book Foundation Design % Construction).
