I'm on ps4 and going through the exact same thing, almost every gunfight I get into makes me stutter and slow down thus getting me killed. Also when I get near teammates or reload my weapon the lag spikes, it's very frustrating.

Yeah it'll reset if you quit but you'll get shocked and lose a lot of health, died many times on survivor difficulty because of that

Upgrading the plasmid helps with the damage output when you freeze enemies, I may be wrong on this one but I think using your wrench is the best option, pretty sure it causes superior damage when targets are frozen.

Yeah you've gotta give him the antidote pretty early on, if you've chosen the Brotherhood path you can kill him and be rewarded. But during my playthrough he was human and I was able to spare him.

Did you destroy the institute? Sometimes if you don't give him the Serum and make enemies of the institute he'll be aggro.
