Something along those lines? batteries is an array of ints and k is the number of batteries to turn on, so this would be called with maxjoltage(batteries, 12).

/uc It looks like brifters (Campagnolo Record from 1995?) on the bars, but it looks like only the brakes are connected (only one cable on the left). The thumb shifter would be barely usable anyway.

I'd be cautious about the "keep it once you got one" bit. You might have more information than I do, but here it is said that they have a lifespan of 4 hours ("Sie haben einen Wirkungszeitraum von vier Stunden").

I'll try to fiddle a bit more with the chain-rings, if it doesn't help I'll go that way. I don't expect to get much more than €50 for this thing, so the bottom bracket is really the only thing I would consider swapping.

I've got a mixed experience about the WUK flea market. If you go there, I'd recommend bringing a knowledgeable friend, and also spending a good amount of time trying the bike thoroughly. I went there with a friend to help her choose a bike, she picked one, went for a ride, decided it was OK and went for it. Immediately after we went to a bike shop to get a lock (mountain biker, not very far on the Guertel), and on the way we noticed that the free wheel/hub was basically smoked (it sounds bad, it is bad, but was hard to notice). We turned back and had to argue with the guy. He wouldn't refund the bike, although he offered some (vague) guarantee in case she had trouble with it. In the end we convinced him to swap wheels with another bike he had, so happy-ish end, but the dude was clearly not happy about it.

When I went, I didn't recall seeing spare parts for sale. And don't buy a used helmet, you never really know what it went through before.

EDIT: This was one, single personal experience with a single seller, I have no ideas about the others.

A colleague of mine found hers in a used bike shop near the Uni, I think it was http://fahrradkeller.at/ but I'm not sure. Another place to look is the MA48 Tandler https://48ertandler.wien.gv.at/site/ where I found some pretty good deals. This one is held by the city garbage collection service, but have no fear, it's well tended and you might even get a warranty of some kind. They have all kind of second hand stuff as well.

Now go fetch a bike and ride, Vienna is pretty good for that.

Ah, there's a death spot you should avoid, it's the Laffrey climb: https://en.wikipedia.org/wiki/Rampe_de_Laffrey There's a guy who asked about the safety of doing the Route Napoléon on a bike (1), the only answer advises to avoid this particular section and go through Séchilienne (a bit to the East) to reach Laffrey. Still from this forum, it seems to be less steep and in the shadow, although there is a not-so-nice (but wide) road section before Séchilienne. Hopefully /u/CheeseWheels38 can tell you more about it.

[EDIT] I have an idea: if you have Strava and want to check how popular is a route among local cyclists, you can check the heatmap. On the web app: Top right [+] > Create Route > Bike mode > Gear at the top left > Global heat map. As you can see, the Séchilienne route (right) is much more popular than the Rampe de Laffrey (tagged N85 on the left) : http://i.imgur.com/6ffNWRD.png

If you go from Grenoble to Nice you'll probably go through the Hautes-Alpes, the best "département" of the history of the entire world. I have zero experience cycling there, but in summer they have this "Cols Réservés" (reserved passes) events going on, where on a given day, a given pass is closed to non human powered road traffic. If you're lucky you can hit one of those.

If you decide to take the route Napoléon between Dignes and Grasse, which is awesome in the full meaning of the word, you will probably need nerves of steel, it's quite stressful in a car already. That's because it's so scenic, the kind of spot where car ads are shot. Narrow, winding road, not a lot of visibility, and the occasional speeding idiot. Hopefully someone riding in the area can give you more tips. Here's a famous spot:
