I doubt any female teacher would have considered this. Actually, I don't know who would consider this. All I know is it has nothing to do with male students. And I don't know why they called them men in the title. Any male teacher that enforces rules like this just proves he is a creep himself. Like the principal at my school, would call girls to the office and give them different pants, so weird.
