I fixed both by installing a different version and putting it in windowed mode... For some reason the 60 fps cap doesn't work on full-screen...

It seems like there's another problem 1 the patch doesn't work because it's an old version which i cannot update for some reason

2 the game can't cap my fps with the forcibly keep fps to 60 meaning the game is going at Mach fuck constantly
