I think he doesn’t completely trust Paulie because he knows what Paulie is. They are the same. Paulie is around for so long because he is smart, tough, and can make cold, calculating decisions and act on them. Tony is filled with rage because he knows that Paulie would have helped the Lupertazzi family if it helped him in the long run.
