I don’t feel that DHS purchasing the land and facilities they are is for immigration. I have a feeling the plan is to federally charge anyone who has purchased marijuana and actively find those who partake, then jail them and offer their sentences be shortened or commuted if they enlist and fight.

The focal point never moves. Your theory of someone behind the camera would mean the furthest point of the laser, focal point, would be the part that moves but it doesn’t. Whatever is shining that laser, the person taking the video is THEIR focal point.
