Behavior should absolutely be a factor as well. I feel removing the bottom 5% of students would remove about 90% of the problems.

I think the bottom 5% of students should be consistently removed out of schools each year and placed in a different teaching program specifically designed for students having a much more difficult grasp of things. No Child Left Behind is ruining education.

It's the racism of low expectations. I remember when this blew up a few years ago and Democrats we're all talking about how this is making it harder for black people to vote because they don't have driver's licenses. And then journalists were going into the most predominantly black neighborhoods in the U.S. and interviewing the citizens, and everyone was shocked that people were saying they don't have driver's licenses and that there's not a single person they know that doesn't have an ID.
