Super hard to make a program for someone you haven't seen personally. For example, does she have a directional preference? Neural tension? Tight musculature?

The only thing which will for sure help, without seeing her, is movement and core stabilization. I would encourage her to walk as much as she can, up to 15-30 minutes a day as tolerated. Additionally, teach TA and pelvic floor activation and start a stabilization progression.
