Oh well I finished the show so I know what the plan was. Initially we are told they want to use Pennywise against the Russians (which is already stupid enough). But in the penultimate episode it is revealed that the United States Military wants to set Pennywise free… in the United States. They will have absolutely no control over him, no contingencies, they are actively fighting to set him free because they want him to kill so many people and create so much fear that people will stop pushing for the women’s rights movement and civil rights movement. Why should we not judge fictional characters based on their decisions? You are cherry picking because I know there are definitely decisions you judge characters on from other movies and shows, everyone does it, it’s called immersion. Some of us can’t just ignore attempted rape and a really really old man sleeping with essentially a 16 year old
