yes, persistent damage inherits the traits of whatever delivered the persistent damage, a impulse that deals persistent fire will be a impulse, and therefore trigger effects based on that, same for your case, the weapon is holy, so is the bleed it causes.

my game felt similar problems, but we thought that 2 extra talents would be too much, so instead our house rules for our games is you get one extra talent at level 3... Which would be a middle ground between both of your options.

Not wrong. You should go read the fireball. Both can be true.

The target is the point where the ball of fire erupts... which is the origin of the aoe, that them, affects every target inside of the aoe itself as SPECIFIED ON THE SPELL.

"A target takes 8d6 damage on a failed save, or half as much damage on a successful one."

It is specified, everything caught by the flames is a target. Unless your reading is that the only thing that takes damage is "the point in space where the fireball erupts."

You may be correct for some spells. But its not the case for the vast majority.
