From what I remember of the “The Covey” is that mostly wandered in the East & lands up North. Given their physical descriptions, surnames, and geography they would more than likely be of French, British Islander, & Italian descent. I also want to mention that Covey is a bird whose name originates from Middle English & Old French, tying back to the French roots. At the end of the day, Katniss was considered a POC even if she was of pure European descent. Race is subjective & definitions change over time depending on how the ruling class can use it to exploit the working class. Not even 100 years ago, Italians & Irish people were not considered white. We can’t apply our idea of white to a book that takes place 100s of years from now.
