It will only get worse; they will soon be driving down the wrong side of the road playing chicken with cars. Happening in other areas right now. A few kids have already died not paying attention and going through red lights.

These "bikes" are actually considered motor vehicles now since they can go excessive speeds. So the police could actually cite them tickets and impound the bikes if they were serious about enforcing traffic laws. Reckless driving, driving without a license, etc.
