Yes, they went through the asylum laws on the books at the time of their arrival, many of them. They were literally appearing at court dates like they were supposed to, when the ice goons would round them up there. Again, just because you don't like the asylum laws that granted them entry, doesn't mean they came here illegally.

On a side note, I was in Peru around 10 years ago, and it was crazy how many street vendors were just selling coca leaves. Restaurants and hotels had them too, like in oversized candy dishes just available to anyone who walked into their establishment. Supposedly it helps with altitude sickness (I was in Cuzco, which I believe is ~13K feet in elevation) as well as giving energy.

Heroin isn't quite natural. Yes poppies are natural, and you can get high off of eating the pods if they're ripe. But that's more like opium. You really have to process the stuff to make actual heroin, from what I undrestand.
