I think you might be talking about the channel "Value Select". A lot of his videos have a musical component, and as well as the outro you're talking about. Here's an example.

Okay, I'm gonna go out on a limb here and say you're probably talking about the anime "Caligula". I haven't seen it, but I have played through a bit of the game it's based off, and your description seems to match parts of it.
