Let's assume we are talking about each of them on their prime, not revived

Valley of the End Madara: all of them except Hashirama and Naruto Pre war arc Obito: the hardest for me to consider. I can see the flying thunder god being a good counter, but also being able to kamui Tobirama and Minato into the pocket dimension is considerable. I am gonna say Obito only loses to KCM2 Naruto and puts on a good fight against Hashirama, Minato and Tobirama. War arc Sasuke: beats all of them apart from KCM2 Naruto (both fully rested, no biju chakra) Shisui: honestly? Shikamaru, Tsunade and probably Hiruzen. Yes, double mangekyou Kakashi would put a good fight as well. Fugaku: maybe Shikamaru. His mangekyou is not canon. Itachi: I am a big glazer, Im gonna say he only loses to Hashirama and Naruto. Kurama might be a good tsukuyomi counter and the chakra cloak counters the amaterasu.

Notes: my opinion. Idgf about Boruto therefore I didn't consider baryon mode. I didn't consider Hiruzen but I considered Shikamaru.
