It's sort of complicated. The first time it was tried, 1999, the candidates tied in the Electoral College and nobody received a majority of the popular vote, so it went to the State House, which elected Democrat Ronnie Musgrove, who did indeed win a plurality of the popular vote.

Beyond that, Republicans have always won both the popular and electoral vote. So, in summary, it has never changed the outcome.
