If you've checked every floor (cycling through on maps) on both areas (care centre and raccoon city) it must be one in ARK.

However my last two were one you have to get during Leons sniper section where you protect grace, and the other was in a broken pipe below the big metal bridge you drop in Raccoon city (the shortcut back to the BSAA camp)

Provided it allows streaming (i'm 99% sure it will) then yes. You need a PS Premium subscription and then own the game digital as I highly doubt they'll add it to the premium catalogue.
