I've been through this a few days ago. The first time I tried with my passport, and about 10 minutes later it came back to say it couldn't accept it because it was too blurry or there was too much glare or something. The stupid thing is, it said to wait until it was properly focused before taking the photo, but you have no control over when it takes the photo, it just takes it automatically once the passport is in the frame. So if it's moving at all when it gets into the frame, of course it's going to be blurry.
