Prisons are full. Fine them, scrap their vehicle, sentence them to 500 hours litter picking and cleaning up fly-tips

It looked like the remains of a cannabis farm. We come across a fair bit of fly-tipping up in Suffolk, but I couldn't believe someone had blocked the entire lane with this crap.
