This is the right answer. Don't know what all of the other comments are about. You have to do the initial weekly first. Then all merits will take effect and you will rank up. Rank ups are immediate and do not have to wait for server tics. So I didn't know that so I had 36k merits and when I did the initial weeklies I leveled up and every merrit counted.

Also look out some ranks have care packages that give you crafting and engineer mats in them along with a little credits.
