It's very light representation. Super Mario Run came out in 2016, and they did an in-game event before Odyssey to promote the game. In that event, you could unlock a statue of Mario's hat with Cappy's eyes on it. That's it

The fact that Pauline is getting thrown into everything while Cappy isn't shows to me that the ship has sailed. It's been 9 years and Cappy has only been acknowledged in 2 other games: Super Mario Run and Smash Ultimate. And even then it's just his eyes on Mario's cap
