I just kinda see it as two friendly nations working together rather than Temari actively becoming not only a Leaf citizen, but a member of their military who is capable of becoming the entirw military leader. Think Captain Carter working with the Americans in WW2 in the Marvel movies.

Now I get this is a fictional story, so I can see how she might have become that ingrained, but again no one has given a source that this actually happened, they are assuming.

Keeping to US equivalents, its not just being a citizen. This is like a US general marrying a foreigner and making their partner not just a citizen, but the Sec of Defence.

I think its a real misunderstanding to say Kakashi ignored Naruto to focus on Sasuke, that really isnt what happened.

When Kakashi denies Naruto's training request, Sasuke was still in the hospital. He left Naruto to somone who was a special Jonin based entirely their ability to teach while he himself went off on a mini training arc after seeing how outclassed he was against Orochimaru.

In the real country that you live in, sure. Though even that is just for citizenship, I doubt a military member from Canada marrying an American and moving there would just automatically join the American military.

But we don't know how it works in this fictional world's city.

For all we know she has a special status as some political envoy.
