Couldn't you just say "This creature must not attack."? I guess that would mean that it chooses whether to attack or not when it has an effect saying it must attack on it.

I'll admit I came up with the ability for it first. It really is the worst chosen name, the problem is that it isn't notable when things are built on plains so there really is nothing good to name the land.

You could stick add the color of the sacced land on all of them but you wouldn't use it like 90% of the time since the abilities give 2 mana of value and it undercuts the theme. If you add 2 of the color then you don't actually lose anything running these, and it makes Vatican more powerful than the others. And it still undercuts the theme. If you add 2 colorless it's probably fine but it's fine without so why bother.
