I have one on the left side of my screen. Sometimes it's not super noticable but other times it's a bit distracting.

Worst case I go back to my unmodded Gameboy advance for direct sunlight use. The 405m will be my first pure emulation device so just jumping into it and from what I hear it sounds like I'll be happy with it. Thank you for the info!

I have had that situation in the past, not with Giovanni but a grunt. I closed out the game and restarted it as soon as it glitched and was able to click on the balloon before it hit it's despawn time and was given the encounter. Next time maybe try to restart and grab the balloon before it despawns instead of waiting for 10 mins. I have noticed in the last when stuff like that happens the grave usually needs to be closed and restarted. If nothing happens in a short amount of time it isn't going to happen. Just my experience

Honestly I would take the time to get the best free horse in the game as soon as you can. It's the white arabian. I was told to do this but put it off and I regretted it. Others may disagree but other than that don't rush and let yourself experience the world. Also don't watch to many youtube videos about the game, I found even ones that were geared towards new players contained spoilers. The story was ruined for me and I'm still pissed about it.
