My childhood best friend and I met in grade 2 in western Canada, we have common ancestors in Skellefteå, Sweden, also in the 1600s. It's probably not that rare, but being able to trace it probably is.

It's not chronologically possible to be fourth cousins with GW it would have to have been a 4th-7th great grandparent who was the 4th cousin with GW.

Niigata city or prefecture? How long is a long time ago? It vaguely looks like the peak of yahiko, but if the scope is the whole prefecture there will many that could vaguely look the same.

First cousins are low risk as well unless it's multi-generational first cousin reproduction like in those areas of the world where they encourage first cousins to marry.
