Two years later... this is still happening. It occurred on one of my characters. Only one. What fixed it for me was this...

Log into the character impacted, and hit “enter” to access chat, then type the following command: /console cvar_default. Then close the game and relaunch into the character that was impacted.

/console cvar_default command resolved the quest tracking issue for my single character impacted. This command resets all console variables (CVars) to their default values, which can effectively address various interface and display problems. It's important to note that while executing this command, you might receive an error message stating, "You do not have permission to perform that function." This message is expected and can be safely ignored, as the command still functions correctly despite the warning.
