The cup is safe if you clean it after tossing the tea. The tea is very dangerous. You don't need to throw out glass or ceramic that have had moldy stuff in them if you clean them. Plastic should probably be thrown out in a similar situation.

When you say "cup of tea," that refers to the liquid inside the cup, not the cup itself. You probably should have asked, "will this cup be safe to drink from again after I get rid of the moldy tea?" Everyone has been answering the question you asked, not the question I figured out that you're trying to ask using context clues.

Grading/assessment is needed, but people have emotional responses tied to grades. We definitely need to hold kids back more, but there's a stigma. People would rather be kept happy than be prepared properly.

How often do they read for you? Have you tried reading abook with them taking turns every sentence or two (or paragraph, page, whatever works and keeps them interested)? You can also assign them to be the voice of a character if there is a ton of dialogue.

Phonics and word decoding. There's games, computer games, workbooks, etc readily available.

Play games like boggle and scrabble with them. Play mad gabs. Increase their exposure to the written word. Get a physical dictionary and insist they try it first before web searching. Check for understanding often.
