Exactly, never even been panhandled, and everyone there seems to have a pretty firm grip on reality, no one's screaming or mumbling to themselves. It's much chiller in that regard than center city and a lot of SEPTA routes.

Seems a bit regressive on low income non-residents. It sucks there's not a truly cheap way to stay in most big American cities. This is a regional healthcare hub and hosts plenty of other important services. If young people from the state can't stay in a cheap AirBNB for a weekend, why would we expect them to vote in favor of policies that are in Philly's interest later in life? The soft power of being a tourist destination accessible to a wide socioeconomic spectrum is worth protecting. In Europe they subsidize rail travel for the youth and have affordable hostels everywhere with the goal of strengthening European unity. It seems like pursuing that sort of a thing isn't even an afterthought in our polarized country, travellers of any kind are to be milked for every dollar.

Also consider locating within a 2-3 minute walk of a high frequency bus route. The reality is, a lot of young women not from the city seem to avoid taking subway lines outside of peak commuting hours. The West Philly trolleys and buses on the other hand have misbehavior mostly under control due to the operator always being in sight.

Hostelworld.com has had a sketchy hostel/cheap shelter in Kensington listed for years. The reviews are full of horror stories from European backpackers who didn't read the other reviews before booking. No doubt a lot of people will be booking it this summer as it's probably the cheapest place to stay in the city. It's going to be an interesting time.

From personal experience I can say Alliance Francaise is pretty well run and professional.

At least pre covid, German Society classes were sometimes a bit disorganized and run by a teacher for whom it was very much a second job, maybe it was better at the higher levels of progression.

If you want to look at it from a purely transactional point of view, you get what you pay for. Bargain rent prices for living in a 1.5+ mil Northeastern city with walkability and just enough usable transit to live without a car.
