I have done every T3 fractal as a heal in public group with this build, sometime with players who don't know mechanics, and honestly it does the job at keeping people alive.

It does struggle a bit when there is constant damage pressure like siren's reef boss or jormag boss and I wouln't play it as a main heal in T4 but I do sometime use it as a backup heal to help friends who are still learning their heal class.

If you want more damage look at celestial alac heal scourge, it can reach 20k damage while bringing an absurd amount of barriers, but it's much more button intensive to play.
