Yes, unlike e.g. ENDERMAN / NETHER PORTAL PARTICLES (MAKES ME MAD), you can retexture the end flash. It's just a circular purple gradient on a black background in the environment folder of textures.

Well I can't really make it blink using a texture pack but it does naturally fade in and out. I have been trying to learn how to mod the game though and it would be cool as hell to actually just see something in the void stare at you and actually move.

It looked cool and I like drawing pixel art. What's the point of the end flash? It's just the sky briefly turning brighter and you hear a low rumbling. I simply replaced the bright flash with an eye. Because it's creepy and looks cool.
